how monitor operates

THE EVAP MONITOR CHECK FOR FUEL VAPOR LEAKS (INCLUDING A LOOSE OR MISSING GAS CAP). DURING EVAP SYSTEM MONITORING THE PCM TEST FOR VAPOR LEAKS BY APPLYING VACUUM OR PRESSURE TO THE FUEL TANK, VAPOR LINES AND CHARCOAL CANISTER. The EVAP monitor isn't load dependent, but it is temperature and fuel dependent, meaning the fuel level must be between 1/4 to 3/4 of fuel in the tank and the temperature at a certain threshold before the monitor will test the circuit.
